Frank, as a Detective Sergeant at Bathurst Police Station, led the investigation into the murder of Constable Paul Quinn and shooting of Constable Ian Borland in 1986.
The offender received a cumulative sentence of Life plus 127 years but, amazingly, was released on parole after 19 years gaol.
